Zhejiang Online, December 30 (Correspondents Liang Jia and Dai Qinyuan) – If you want to know how the government can better serve businesses, you’ve got to get into the companies themselves and hear what their leaders have to say!
In recent days, Jinqing Town in Luqiao, Taizhou, has launched the "100 Cadres Visit 100 Enterprises to Enhance Services and Drive Transformation" campaign across the entire town. The town's 138 sizable enterprises have been divided into 18 groups, with each member of the town leadership team serving as the contact leader for one group. Meanwhile, staff from the Industrial Affairs Office act as liaisons for their respective groups, while government officials are assigned as regular members. Together, they visit each enterprise to gain a firsthand understanding of production and operational conditions, listen to any challenges or difficulties faced by the businesses, and promptly offer guidance and solutions to help companies overcome obstacles and address practical issues.
Communication———Building a Bridge Between Government and Business
On Saturday, December 24, town government officials—led by Chen Qingzhong, Party Secretary of the town; Shen Renhe, Town Mayor; and Feng Fulin, Executive Deputy Mayor and Deputy Mayor in charge of industry—conducted on-site visits and surveys to several enterprises within the town's jurisdiction, organized into teams.
At 8:30 a.m., the first group arrived first at Zhejiang Jinlong Motor Co., Ltd.
“First of all, I’d like to thank the government for providing us with a guarantee during the 2008 financial crisis. Secondly, I want to emphasize that our company is extremely confident about its future growth,” said Ye Jinwu, Chairman, in the company’s conference room. “This year, our annual output value has reached an all-time high, with exports totaling US$85 million—up 53% year-on-year. Looking ahead, next year we plan to expand our domestic sales further.” Notably, the company is reportedly aiming for an IPO in 2014.
After acknowledging the company’s achievements, Chen Qingzhong stated that the government would wholeheartedly assist in resolving any challenges and provide tailored solutions to help strengthen communication and coordination with entities such as the Land Resources Department and the Land Reserve Center. Meanwhile, he inquired about the status of employee salary payments, and upon receiving satisfactory responses, the group of township officials also toured the company’s production workshop, engaging in dialogue and exchanges with frontline workers.
"By strengthening positive communication between businesses and the government, we can not only help companies overcome practical challenges and guide them toward innovative transformation, but also bolster the determination and capabilities of government officials to better serve the business community," remarked a fellow cadre from a government agency.
Subsequently, the first group also visited the enterprises within the Jiali Industrial Park one by one.
Feedback———A Response That Resonates Powerfully
“Currently, the company is not facing any financial difficulties, and our workforce remains relatively stable—with salaries being paid on time. However, the issue of rainwater backing up into the facility continues to be a major headache.” In the conference room of the Jiali Industrial Park, Li Xufang, Chairman of Jiali Industrial Group Co., Ltd., pointed out, “Since the road in front of the factory was raised, heavy rainfall every year inevitably causes rainwater to flow backward, resulting in significant losses for the company.”
To Li Xufang's surprise, as soon as he finished speaking, Feng Fulin immediately jumped in: "We've already been paying attention to the issue you raised."
During the subsequent discussion, Feng Fulin stated that after multiple on-site inspections of the terrain around the enterprises, the cause of the rainwater backflow has now been clearly identified. He recommended that the industrial park raise its ground level by approximately 50 centimeters and implement this measure as soon as possible, in order to prevent unnecessary losses for the companies located within the park.
Meanwhile, Shen Renhe noted in the records the slow pace of follow-up on basic supporting facilities within the industrial zone, as raised by several enterprises in the Huanglang Salt Farm Industrial Area, and stated that he would soon convey the concerns of business owners to the district authorities.
On that day, there were numerous groups like this one—providing on-site answers and offering tailored solutions. Meanwhile, among the 18 groups organized by enterprise, each team took meticulous notes as they gained insights into companies' production and operational conditions, as well as the specific challenges they faced. This was crucial not only for promptly assisting businesses with strategic advice but also for helping them clarify their growth strategies and chart a clear path forward.
It is reported that the town's initiative, "100 Cadres Enter 100 Enterprises to Enhance Services and Drive Transformation," will run continuously from December this year through February 2012.
